Board of Finance Minutes 09/15/2015

Minutes of the Board of Finance meeting held on Tuesday, September 15, 2015 at 7:30 p.m. at the Old Lyme Memorial Town Hall Meeting Hall.

~Mr. Russell called the meeting to order at 7:30 p.m.   


Approval of the Minutes of August 18,  2015 meeting

The minutes of August 18th were reviewed.  On page 4, 1st paragraph, last sentence, typographical error to the word “board”.  Same page, 3rd paragraph, the motion didn’t include the Emme HVAC amount in it, as it was already voted on under the HVAC discussion on page 1.  

A motion was made by Mr. Woolley, seconded by Mr. Bernblum, to approve the minutes as modified.    Mr. Garvin abstained as he was not present.   Motion carried.


Review of Monthly Financial Reports

Mrs. Stajduhar outlined the Financial Report Notes for August 2015.  Under Revenues, the Property tax, total tax collections were $361,355, 52.75% of total tax department collected.  Sound View parking brought in $40,066 from the lot and street kiosks.  Under Grants – Town Aid Road, $114,951 received (50% of total).  Other Funds:  Miscellaneous Revenue Fund – 1 Devitt Road, $2,800 reimbursement from USDA.

Mrs. Stajduhar detailed expenditures, which included First Selectman – Legal of $5,460 for attorney and State related expenses for Police Union grievances.  Treasurer – Contracted services - $5,215 for progress payment for the annual audit with Cohn Reznick.  Public Works – Vehicle Maintenance - $20,285 for various issues.  Animal Control has a new employee.  Under Capital - OLFD paid $6,626 to Shipman’s for new car Tech Cutter; Public Works Roads Overlay paid $44,000 to Anton Paving for Town Woods Road.


Other funds include Boathouse Project - $7,000 in additional fees to Nina Peck and Revaluation - $8,235 to attorneys for legal action arising out of 2014 revaluation.

Mrs. Stajduhar detailed the Aug 2015 Carryover sheet and highlighted a few items that were spent. In Capital, the trash receptables carried over $8,500 and the charge was put on a credit card.  Public Works Road repairs for $2,900 represents repairs to White Sand Beach that was approved at the August Board of Finance meeting.  The Trooper overtime reflects an invoice that was received late.  

Old Business

Mr. Russell gave an update regarding the attorney retained by the Board of Finance.  His investigation is progressing along and he should have some information by the next Board of Finance meeting. Mr. Russell stated that if his report is completed within the next couple of weeks, a special meeting between the Board of Finance and Selectmen may be scheduled to discuss his findings.


New Business

Ethics Commission – Additional appropriation –  Mrs. Stajduhar stated that the Ethics Commission has requested legal consultation for a particular issue that they would like advice on.  Mrs. Stajduhar is recommending an amount up to $5,000 be approved for the Ethics Commission Legal.

A motion was made by Mrs. Sturges, seconded by Mr. Woolley to approve an amount for legal fees not to exceed $5,000.  Motion carried.


Selectman’s Report

Mrs. Stajduhar mentioned that there are presently two employees out on short term disability.


Mr. Russell stated that the next Board of Finance meeting is scheduled for Tuesday, October 20, 2015 at 7:30 p.m.  

A motion was made by Mr. Kerr, seconded by Mrs. Sturges to adjourn the meeting at 7:55 p.m.  Motion carried.
